Mr. Bernard "Mr. D" Dinnard served as the Site Technician at the UWI DEC and later UWI Open Campus Dominica from 1997 to 2012. 

He received his ASc Degree from East Mississippi Junior College in 1981 and a BSc at Rutgers University in 1983. He also pursued an on-line certificate programme in computer repairs and maintenance with the National Radio Institute (NRI).

In addition to his role as Site Technician, Mr. D also served as a local face-to-face tutor and an e-tutor in UWI programmes. 

He lived to serve and help students, and he will be forever remembered for his patience, kindness and quiet demeanor. Even after his retirement, Mr. D worked closely with the Open Campus Dominica staff as an Examination Invigilator.  He passed away on December 15, 2015.

The Bernard Dinnard Memorial Fund awards bursaries of XCD $3000 towards tuition for successful applicants from UWI Open Campus Dominica undergraduate programmes who have completed at least six (6) Level I courses over a period of at least two semesters at the Open Campus and who have a GPA of 3.0 or higher and also demonstrate leadership qualities and community service.
