A proposal to give authority to the APC for the admission of students to DEC programmes and their continuance therein
The first meeting of
the APC on March 24th 2003 agreed that “the DEC should seek immediate
authority from Senate to recommend registrations, exemptions, and leave of
absence without recourse to Faculty sub-committees or Academic Boards” (minute
10). This measure was seen as an
essential element in the reconfiguration of the UWIDEC as in effect a “virtual
campus”, a restructuring that has been endorsed by the University generally at
the meeting of F&GPC on May 30, 2003.
The relevant powers of
Senate (Statute 25, 2(f)) are in fact devolved to the Board for Undergraduate
Studies (Statute 28, 4(b)) and the Board for Graduate Studies and Research
(Statute 30, 4(b)) for undergraduate and postgraduate programmes respectively.
These Boards have in
turn authorised Faculty sub-committees or Academic Boards to actually implement
these processes, noting however that the power to require withdrawal from the
University is specifically allotted to the Academic Boards by Statute 27, 3.
With effect from academic year 2004-2005,
the Academic Programme Committee of the UWIDEC is to manage the admission of
persons in courses of study within the UWIDEC and their continuance or discontinuance in such courses,
in accordance with such regulations as are in force for the University.
The Board for Undergraduate Studies and the Board for Graduate Studies and Research are therefore requested to recognise the Academic Programme Committee of the UWIDEC as equivalent to a Faculty Board and an Academic Board for purposes of the determination of the admission of students in UWIDEC programmes, and their continuance therein.
A proposal will be
submitted at a later date concerning the power to require withdrawal from the
University with respect to students registered in the UWIDEC.
