Are Day Care and Pre-School Services overseen by the same Ministry? Day Care is overseen by the Department of Health – ages 0 to 4. Currently the responsibilities pertain to appropriate facilities, caregiver to child ratio and criminal record checks. Preschool (age 4) is offered to all children through the government (under the Department of Education). Not all children attend our government preschools. Families may choose to attend private preschools, which are licensed with our Department of Health. It is anticipated that additional and more comprehensive regulations will be put in place.
