Friday, August 28, 2026— The University of the West Indies (The UWI) Global Campus is pleased to announce the appointment of Dr Gaile Gray-Phillip as Deputy Director of the Global Campus Sites, effective August 1, 2026. Prior to this appointment, she served as Deputy Director (Ag), Global Campus Sites from August 1, 2025 to July 31, 2026.
Dr Gray-Phillip is an accomplished educator, administrator and researcher with extensive experience in higher education, distance education, research, public administration and institutional leadership. Prior to her role as Deputy Director, she served as Head of The UWI Global Campus, St Kitts and Nevis.
Dr Gray-Phillip began her career as an educator at Sandy Point High School, now Charles E. Mills Secondary School, in St Kitts, where she taught Mathematics, Information Technology and Physics. She subsequently spent 21 years at the Clarence Fitzroy Bryant College (CFBC), progressing through the ranks from Lecturer to Senior Lecturer and later Dean of the Division of Arts, Sciences and General Studies. During her tenure at CFBC, she chaired several key committees, including the Disciplinary, ICT and Research Committees, and coordinated the College Mathematics Programme.
Since 2002, Dr Gray-Phillip has played a significant role in The UWI’s distance education initiatives, serving in various capacities, including local Tutor, e-Tutor, Course Coordinator, Facilitator, Second Examiner, Course Reviewer, Course Developer and Research Supervisor.
For the Caribbean Examinations Council (CXC), Dr Gray-Phillip served as the Convenor for the 2022 review of the Caribbean Advanced Proficiency Examination (CAPE) Integrated Mathematics syllabus, leading the efforts of the Syllabus Review Committee and Panel. She also served as a member of the CAPE Syllabus Review Committee/Panel for Pure Mathematics, Applied Mathematics, and Statistical Analysis, contributing to two review cycles.
Beyond academia, Dr Gray-Phillip served as Senior Director at the St Kitts and Nevis Central Statistics Office, where she contributed to national data systems. She is a published researcher whose work has examined alcohol consumption, alcohol policies and marijuana use among adolescents. She is lead and contributing author of several articles published in Drug and Alcohol Review and Texto & Contexto Enfermagem, a technical-scientific journal that publishes health research, particularly in nursing.
Dr Gray-Phillip currently serves on the Board of Governors of CFBC and the St Kitts and Nevis National Council on Drug Abuse Prevention. She also serves as Treasurer of the Mixed-Methods International Research Association (MMIRA) for the 2025–2027 term.
She holds a Doctor of Philosophy (PhD) in Education from The UWI Mona Campus, a Master of Research in Educational and Social Research from the University of London’s School of Education, and a Bachelor of Science degree from The UWI Mona. Her doctoral research employed a mixed-methods approach to examine how several factors influence adult students’ commitment to learning in an online environment. She also holds specialised certification in monitoring and analysing the impact of illicit drugs in the Americas and has completed training in Results-Based Management – Monitoring and Evaluation, as well as the Caribbean Centre for Development Administration’s (CARICAD) Transformational Leadership Development Programme.
With her extensive experience in education, institutional leadership, research, distance education and public administration, Dr Gray-Phillip brings a wealth of knowledge and expertise to her new role as Deputy Director of the Global Campus Sites.
“Dr Gray-Phillip has continued to live up to our highest expectations since she formally joined the Campus as Head of Site in the Federation of St Kitts and Nevis in 2019. Of course, she has been a fundamental part of the Campus family for well over two decades (as it evolved and transformed to the Global Campus from the Open Campus and its antecedents). She is therefore exceptionally qualified for this post of Deputy Director,” comments Pro Vice-Chancellor and Principal Dr Francis O. Severin. “Dr Gray-Phillip combines the attributes of an educational administrator and researcher and has always embraced the ideals of what I would call pastoral care in education. She is a genuine teacher,” Dr Severin added.
The UWI Global Campus Senior Management Team congratulates Dr Gray-Phillip on her appointment and looks forward to her continued contribution to the leadership and strategic development of the Global Campus Sites Division, as the Campus continues to strengthen its regional presence and expand access to quality, flexible higher education across the Caribbean.
