The Community Policing programme consists of two courses:

  • Community-Based Policing I
  • Community-Based Policing II

Community-Based Policing I is a basic course that embraces contemporary approaches to policing by introducing new philosophies, methodologies, and practices in solving and preventing crime, primarily focusing on police/community relations. The course will look at policing both in its historical and current contexts. It will examine the usefulness and effectiveness of current strategies; the influence of technological advances such as social media, the adverse impact of crime, disorder, and the fear of crime which are all linked to the resistance or lack of cooperation by the community to law enforcement crime fighting initiatives. As a result, the course aims to assist participants in improving policing strategies by strengthening community partnerships to proactively address public safety issues.

Community-Based Policing II
This course is designed to improve the professional competencies of the police officer who has been, or is actively engaged in community-oriented policing. The course places emphasis on change approaches, e-policing, policing post-COVID-19 pandemic, policing during climate change crises, proactive collaboration with community and other external parties, as well as problem-solving. This is with a view towards sustainable crime control to improve the quality of life of community members. Participants will be required to do case studies in their own countries as part of the course.

Entry Qualification
It is assumed that police officers would have obtained the required qualifications for entry into the police force. The Police Service will therefore need to select the police officers requiring training based on institutional needs.

The guide for selecting participants is as follows:
Course 1:

  1. Police officers with no knowledge or experience in the field
  2. Police officers whose job function includes direct or indirect interface with the community
  3. Police officers with unfavourable track record in community relations

Course 2:

  1. Police officers whose job functions include extensive direct contact with the community
  2. Police officers with formal training in social work or other related disciplines and have extensive field experience  but with no formal training in community policing
